After recalling why Europe needs to have a federal governance, this book answers two of the most frequently asked questions to the author during the 180 talks he has given since 2015: "What will the United Sates of Europe consist of? and "How could it happen?".

The European Union (EU) cannot ensure the defence and the security of its citizens. The €250 billion spent by the EU member states on defence in 2019 barely generated 5 to 6% of the military capabilities of the United States of America. Without its support in the field of intelligence, telecommunications and strategic lift, the Europeans are unable to act independently while Islamist terrorism and aggressive autocrats have imposed themselves on the world stage.

A few small States should urgently mandate their European parliamentarians to endow the United States of Europe with a constition and basic law. In this way, we could gradually become autonomous, sovereign and independent again, in order to ensure the projection of our values, the protection of our interests and the future generations of Europeans.
